    Description: NATO has been a successful forum for managing European security policy. Yet European governments have repeatedly tried to build a new security institution in NATO's shadow. In this innovative book, Stephanie C. Hofmann asks why governments attempted to create an additional institution despite no obvious functional necessity and why some attempts failed while others succeeded. European Security in NATO's Shadow considers security cooperation through the lens of party ideologies to shed new light on these questions. She observes that political parties are motivated to propose new institutions by their multidimensional ideologies. Moreover, the success of efforts to create such institutions depends on the degree of ideological congruence among parties in power. In particular, the relationship between the values of multilateralism, sovereignty and Europe informed the impetus and success rate of the attempts made during negotiations for the Maastricht, Amsterdam and Nice treaties to create a European security institution.

This book addresses the fundamental challenge posed by military integration to the way we think about the state in the 21st century. The actors most closely associated to the formation of nation-states are now shaping a transgovernmental security and defense arena. As a result, defense policy is being denationalized. This book is an original contribution to the theory of European integration. Drawing on the work of Pierre Bourdieu, the book develops a political sociology of international relations which seeks to bridge institutionalism and constructivism. This careful study of practices, social representations, and power structures sheds new light on security and defense cooperation, but also on European cooperation more generally.

Since 2003, the EU has launched more than twenty civilian missions under the CSDP in conflict-torn regions in Eastern Europe, the Western Balkan, sub-Saharan Africa, the Middle East, and South East Asia with the aim of restoring stability and security. Mission mandates cover a broad range of multidimensional tasks, such as border monitoring, rule of law support, police training, law enforcement capacity building, and security sector reform. In light of these numbers and tasks and given (recent) alarming insights from practice, it begs the question who is accountable (to whom) for the EU’s manifold extraterritorial peacebuilding activities. With a view to answering this question, this book combines tools of legal scholarship with insights from political science research, both in analytical and conceptual terms. The thorough analysis of the law and practice of political, legal, and administrative accountability in civilian CSDP leads to the following conclusion: when scrutinizing the institutional and procedural framework set out by law, the accountability assessment is sobering, but when approaching it from a practice angle, the verdict is promising—in particular as regards accountability at the EU level.

    Description: Why has U.S. national security policy scarcely changed from the Bush to the Obama administration? And why does it matter? The theory of “double government” posed by the nineteenth-century English scholar Walter Bagehot suggests a disquieting answer. The public is encouraged to believe that the visible, “Madisonian institutions”—the presidency, Congress, and the courts—make security policy. That belief sustains these institutions’ legitimacy. Yet their authority is largely illusory. Presidential control is nominal, congressional oversight is dysfunctional, and judicial review is negligible. National security policy is made, instead, by a “Trumanite network” of several hundred members that is largely concealed from public view. These officials manage the military, intelligence, diplomatic, and law enforcement agencies that are responsible for protecting the nation. Their primacy is the result not of some nefarious or even purposeful plotting, but rather of structural incentives imbedded deep within the American political system. The Trumanites provide needed expertise, quick-footedness, institutional memory, and policy stability. Their ascendancy is the main reason for the continuity of national security policy. Yet the Trumanites’ dominance threatens democratic accountability, for the U.S. Constitution’s restraints operate primarily upon the hollowed-out Madisonian institutions, not the Trumanite network. The press and public opinion cannot fill the void; both are too manipulable, and their vitality depends upon robust Madisonian institutions powered by an informed and engaged electorate. Instead, widespread political ignorance prevails—and becomes more acute as Madisonian influence declines. The net result is a secretive, unrestrained, and expanding security apparatus that poses a grave threat to democracy.
