    Description: To conclude this special double issue, this article addresses four questions related to the strategic pursuit of, what the ISSA calls, Dynamic Social Security (DSS). Based on the evidence of the presented national case studies, social security policy reform priorities differ depending on the level of national economic development, the maturity of the social security system and issues of political economy. Against this backdrop, it is concluded that while general reform trends may be consistent with the objectives defined by DSS, there is important – and often appropriate – divergence across national social security practices. Sécurité sociale dynamique: le bilan Pour conclure cette double édition spéciale, cet article répond à quatre questions relatives à la quête stratégique de ce que l'AISS appelle la « sécurité sociale dynamique ». Sur la base des informations reprises dans les études de cas nationales présentées, les priorités des réformes des politiques de sécurité sociale varient en fonction du niveau de développement économique, de la maturité du système de sécurité sociale, ainsi que des obstacles rencontrés par l'économie politique. Sur cette toile de fond, on peut conclure que si les tendances générales en matière de réforme peuvent s'aligner sur les objectifs définis par la sécurité sociale dynamique, on observe toutefois d'importantes divergences – souvent justifiées – entre les pratiques nationales en matière de sécurité sociale. Seguridad social dinámica: Balance Para concluir este número doble especial, en este artículo se abordan cuatro cuestiones relacionadas con el objetivo estratégico de lo que la AISS denomina “seguridad social dinámica”. Sobre la base de las pruebas de los estudios de casos nacionales presentados, las prioridades de la reforma de las políticas en materia de seguridad social difieren según el nivel de desarrollo económico del país, la madurez del sistema de seguridad social y las cuestiones de economía política. En este contexto, se concluye que, si bien es posible que las tendencias generales de la reforma sean compatibles con los objetivos de la seguridad social dinámica, existen divergencias importantes, e incluso a veces convenientes, entre las prácticas nacionales en materia de seguridad social. Dynamische soziale Sicherheit: Eine Bestandsaufnahme Zum Abschluss der Doppelausgabe befasst sich dieser Artikel mit vier Fragen zur Verwirklichung einer – wie die IVSS sie nennt – Dynamischen sozialen Sicherheit (DSS). Anhand der beschriebenen nationalen Fallstudien kann festgestellt werden, dass die Prioritäten für eine Reform der Politik der sozialen Sicherheit je nach Niveau der wirtschaftlichen Entwicklung im Land, je nach Reife des Systems der sozialen Sicherheit und je nach volkswirtschaftlicher Situation unterschiedlich ausfallen. Vor diesem Hintergrund kann gefolgert werden, dass die allgemeinen Reformtrends zwar den Zielen der Dynamischen sozialen Sicherheit entsprechen, es in den einzelnen Ländern aber bedeutende – und oft angemessene – Unterschiede in der Praxis der sozialen Sicherheit gibt. Динамичное социалъное обеспечение: подведение итогов Завершает этот специалъный сдвоенный выпуск статъя, посвященная четырем проблемам, связанным со стратегией практической реализации модели Динамичного социалъного обеспечения МАСО. Приоритетные направления реформирования социалъного обеспечения, основанные на представленном в сборнике опыте отделъных стран, будут различатъся в зависимости от националъного уровня экономического развития, степени зрелости системы социалъного обеспечения и особенностей политики и экономики страны. С учетом всего вышесказанного делается вывод, что хотя общее направление реформ очерчено рамками концепции Динамичного социалъного обеспечения, существуют важные, часто вполне обоснованные различия в практическом осуществлении реформ социалъного обеспечения на националъном уровне. 充满生机的社会保障:审时度势 为总结本双期特刊,本文探讨了与国际社会保障协会所呼吁的”充满生机的社会保障”战略追求相关的四个问题。基于所介绍国家案例研究的证据表明,社会保障政策改革重点因国家经济发展水平、社会保障制度成熟度和政治经济问题的差异而有所不同。在此背景下,得出的结论是,虽然改革的总趋势可能会与充满生机的社会保障定义的目标相一致,但不同国家的社会保障做法会有重要的 – 而且往往是适当的 – 差异。 الضمان الاجتماعي الديناميكي: استعراض الوضع ملخص. في ختام هذا العدد الخاص، يعالج هذا المقال أربعة أسئلة تتعلق بالمتابعة الاستراتيجية لما تعتبره الإيسا ضماناً اجتماعياً ديناميكياً. وبناء على البراهين المستخلصة من دراسات الحالة الوطنية المعروضة هنا، تختلف أولويات إصلاح سياسات الضمان الاجتماعي بالاعتماد على مستوى التنمية الاقتصادية الوطنية ونضج نظام الضمان الاجتماعي والمسائل المتصلة بالاقتصاد السياسي. و في ظل هذه الظروف، يمكن للمرء أن يستخلص أنه في حين أن اتجاهات الإصلاح العامة قد تتوافق مع الأهداف المحدّدة للضمان الاجتماعي الديناميكي، إلا أنه ثمة اختلاف كبير،مبرّرة في أغلب الأحيان، في مختلف الممارسات الوطنية للضمان الاجتماعي. Seguridade Social Dinâmica: fazendo um balanço Para concluir esta edição dupla especial, este artigo aborda quatro questões relacionadas à busca estratégica do que a AISS denomina Seguridade Social Dinâmica (DSS, Dynamic Social Security). Com base na evidência dos estudos de caso nacionais apresentados, as prioridades da reforma da política de seguridade social diferem em função do nível de desenvolvimento econômico nacional, da maturidade do sistema de seguridade social e das questões da economia política. Diante deste cenário, conclui‐se que enquanto as tendências de reforma geral podem ser consistentes com os objetivos definidos pela DSS, há divergências importantes, e muitas vezes corretas, entre as práticas nacionais de seguridade social.

    Description: Economists often default to the assumption that cash is always preferable to an in-kind transfer. Do beneficiaries feel the same way? This paper addresses this issue using longitudinal household data from Ethiopia, where a large-scale social safety net intervention (PSNP) operates. Even though most payments are made in cash, and even though the (temporal) transaction costs associated with food payments are higher than payments received as cash, most beneficiaries stated that they prefer their payments only or partly in food. Higher food prices induce shifts in stated preferences toward in-kind transfers. More food-secure households, those closer to food markets and to financial services are more likely to prefer cash. Though shifts occur, the stated preference for food is dominant: In no year do more than 17 percent of households prefer only cash. There is suggestive evidence that stated preferences for food are also driven by self-control concerns.

    Description: Many people fail to save what they will need for retirement. Research on excessive discounting of the future suggests that removing the lure of immediate rewards by precommitting to decisions or elaborating the value of future rewards both can make decisions more future oriented. The authors explore a third and complementary route, one that deals not with present and future rewards but with present and future selves. In line with research that shows that people may fail, because of a lack of belief or imagination, to identify with their future selves, the authors propose that allowing people to interact with age-progressed renderings of themselves will cause them to allocate more resources to the future. In four studies, participants interacted with realistic computer renderings of their future selves using immersive virtual reality hardware and interactive decision aids. In all cases, those who interacted with their virtual future selves exhibited an increased tendency to accept later monetary rewards over immediate ones.

    Description: Abstract This paper analyses the macroeconomic and welfare effects of a higher retirement age within a dynamic overlapping generations framework, wherein exponential discounting and sophisticated quasi-hyperbolic discounting agents coexist in ‘mixed economies’. The transitional dynamics of economic aggregates depend on the proportion of QHD agents, and the extent to which reducing the social security tax rate mitigates crowding-out effects on savings and enables both lower pension contributions and higher pension benefits. Welfare impacts across agent types and cohorts differ accordingly: QHD agents employ the higher retirement age as a commitment mechanism to mitigate the adverse welfare implications of present-biasedness.

    Description: After the European Year for Combating Poverty and Social Exclusion, on the eve of the elaboration of policies designed to help reach the Europe 2020 target of lifting 20 million people out of poverty, it is important to take stock of the outcomes of the Lisbon agenda for growth, employment and social inclusion. The question arises why, despite growth of average incomes and of employment, poverty rates have not gone down, but have either stagnated or even increased. In this paper we identify the following trends: rising employment has benefited workless households only partially; income protection for the working-age population out of work has become less adequate; social policies and, more generally, social redistribution have become less pro-poor. These observations are indicative of the ambivalence of the Lisbon Strategy and its underlying investment paradigm.

    Description: The past quarter-century has seen substantial change in the social safety nets for families with children in the United States and Canada. Both countries have moved away from cash welfare, but the United States has relied more on work requirements. We examine the implications for the employment and poverty of low-educated single mothers. We find that employment improved substantially in both countries, absolutely and relative to a control group of single women without children. Poverty rates also declined in both countries, with more of the decline coming through market income in the United States and benefit income in Canada.

    Description: I develop an adaptive learning model to study the welfare effects of Social Security policy uncertainty in an aging economy. Agents combine full knowledge of the political process (which Social Security reforms are possible and when they could occur) with limited knowledge about the structure of the economy. The adaptive learning amplifies cyclical dynamics along the transition path to the new steady state. This magnifies the welfare effects of policy uncertainty, compared to a standard rational expectations model. The ex ante consumption equivalent variation that equates the expected utility of consumption (with policy uncertainty) to the utility of expected consumption (across the possible policies without uncertainty) ranges between −0.29% and 0.21% of lifetime consumption in the adaptive learning model compared to −0.012% to −0.018% in the standard model. The welfare cost to future generations is also larger in the adaptive learning model compared to the rational model.
