    Abstract: The idea of preparing an Energies Special Issue on "Structural Prognostics and Health Management in Power & Energy Systems" is to compile information on the recent advances in structural prognostics and health management (SPHM). Continued improvements on SPHM have been made possible through advanced signature analysis, performance degradation assessment, as well as accurate modeling of failure mechanisms by introducing advanced mathematical approaches/tools. Through combining deterministic and probabilistic modeling techniques, research on SPHM can provide assurance for new structures at a design stage and ensure construction integrity at a fabrication phase. Specifically, power and energy system failures occur under multiple sources of uncertainty/variability resulting from load variations in usage, material properties, geometry variations within tolerances, and other uncontrolled variations. Thus, advanced methods and applications for theoretical, numerical, and experimental contributions that address these issues on SPHM are desired and expected, which attempt to prevent overdesign and unnecessary inspection and provide tools to enable a balance between safety and economy to be achieved. This Special Issue has attracted submissions from China, USA, Portugal, and Italy. A total of 26 submissions were received and 11 articles finally published

    Abstract: Integrated Water Resources Management (IWRM) has become a global paradigm for the governance of surface, coastal and groundwaters. This Special Issue contains twelve articles related to the transfer of IWRM policy principles. The articles explore three dimensions of transfer-causes, processes, outcomes-and offer a theoretically inspiring, methodologically rich and geographically diverse engagement with IWRM policy transfer around the globe. As such, they can also productively inform a future research agenda on the 'dimensional' aspects of IWRM governance. Regarding the causes, the contributions apply, criticise, extend or revise existing approaches to policy transfer in a water governance context, asking why countries adopt IWRM principles and what mechanisms are in place to understand the adoption of these principles in regional or national contexts. When it comes to processes, articles in this Special Issue unpack the process of policy transfer and implementation and explore how IWRM principles travel across borders, levels and scales. Finally, this set of papers looks into the outcomes of IWRM policy transfer and asks what impact IWRM principles, once implemented, gave on domestic water governance, water quality and water supply, and how effective IWRM is at addressing critical water issues in specific countries

    Abstract: This chapter derives and refines a novel normative moral theory and descriptive theory of moral psychology-Rightness as Fairness-from the theory of prudence defended in Chapter 2 of Neurofunctional Prudence and Morality: A Philosophical Theory. The chapter briefly summarizes Chapter 2's finding that prudent agents typically internalize 'moral risk-aversion'. The chapter then outlines how this prudential psychology leads prudent agents to want to know how to act in ways they will not regret in morally salient cases, as well as to regard moral actions as the only types of actions that satisfy this prudential interest. The chapter then uses these findings to defend a new derivation of Marcus Arvan's theory of morality, Rightness as Fairness, showing how the derivation successfully defends Rightness as Fairness against a variety of objections. Additionally, the chapter outlines how Arvan's theory of prudence can help substantiates the claim that Rightness as Fairness unifies a variety of competing moral frameworks: deontology, consequentialism, contractualism, and virtue ethics. Finally, the chapter shows how Chapter 2's theory of prudence entails some revisions to Rightness as Fairness, including the adoption of a series of Rawlsian original positions to settle prudential, moral, and social-political issues under ideal and nonideal circumstances
