    Abstract: This volume presents the first systematic comparative analysis of national traditions of local democracy across the developed world, as well as their origins and evolution. It reveals how inclusive local institutions that integrate national and local governance make democracy work better. Across most of the developed world, early forms of the national state entrenched the local power of elites. In Anglo-American and Swiss democracies, state formation imposed enduring tensions with local civic governance. In contrast, inclusive, integrative local institutions in Northern Europe enabled close links with central government around common local and national agendas, producing better governance and fuller democracy to the present day. Through comparative analysis, the authors demonstrate how institutions for local governance and the participation of civil society differ widely among developed democracies, and how local democracy relates to national democracy. The resulting insights fundamentally recast our understanding of how to build and maintain more effective democracies

    Abstract: This book presents a complete set of the daily work journals by a village cadre, Mr. Zhou Shengkang (1926-2012), from 1961 to 1982. Mr. Zhou carefully—and almost religiously—recorded all the meetings he attended or chaired, the information he received from his superiors, the various speeches and work tasks he completed, records of good and bad behavior by fellow villagers, details on village elections and leadership changes, and political campaigns and other important events in the community, plus his personal observations and reflections on these events. To date such a systematic, rich, and detailed set of original work journal records have never appeared in published form or been made available to the public. When used as records of social history, Zhou’s work journals allow researchers to delve more deeply, and when used for comparative purposes, researchers can explore more widely to gain additional insights. Regardless of how the journals are used, they contain a gold mine of information waiting to be explored and uncovered

    Abstract: "The Kalahandi district in the state of Odisha in Eastern India is regarded as an iconic region of underdevelopment and is often perceived to be the 'Somalia' of the country. It is also the site of a large number of governmental interventions. This book focuses on governance in the state of Odisha and provides an ethnographic account of the changing forms of governmental actions in the development sector. It analyses the implementation of WORLP (Western Orissa Rural Livelihoods Project), a new generation watershed-based development project in Kalahandi district in Odish. It shows the morphings of the forms of the state on the ground and the ways in which it is perceived by the agents and objects of statist actions. Arguing that the changes in the institutions and practices of the state in India over the last three decades are better understood through the conceptualisation of state-fabrication, rather than of state-formation, the author describes five governmental tactics related to emergent modes of governmental action in the context of watershed development in Kalahandi . The book identifies an increasing convergence in the everyday practices of governmental and non-governmental organisations, and the growth of 'the social' as a terrain and object of governmental action as two important effects of the process of deployment of these tactics. Providing an alternative analysis of state and politics in India, this book adds to the literature surrounding the everyday state by illuminating recent changes in state-society relations.     Abstract: Social policies can transform the lives of the poor and marginalized, yet inequitable implementation often limits their access. Uneven Social Policies shifts the focus of welfare state analysis away from policy design and toward policy implementation. By examining variation in political motivations, state capacity, and policy legacies, it explains why some policies are implemented more effectively than others, why some deliver votes to incumbent governments while others do not, and why regionally elected executives block the implementation of some but not all national policies. Niedzwiecki explores this variation across provinces and municipalities by combining case studies with statistical analysis of conditional cash transfers and health policies in two decentralized countries, Argentina and Brazil. The analysis draws on original data gathered during fifteen months of field research that included more than 230 interviews with politicians and 140 with policy recipients
