Description: Media governance has been attracting growing interest among communication scholars. However, there is uncertainty as to what exactly governance is. This article aims at clarification. One definition of media governance is developed that captures the entirety of rules that aim to organize media systems. However, media governance is characterized as a new concept suited for the analysis of media policy and regulation. This concept is argued to be not only of heuristic value by offering an integrated view on rules in the media sector but also adaptive to various theoretical approaches. In particular, the article shows the merits of connecting media governance to new sociological institutionalism and concludes by emphasizing the potential of a theoretically grounded concept of media governance.

Description: Communication policy researchers have eagerly joined communication scholars in continuing self-conscious debates regarding their theoretical status and practical significance. They have done so to the point of earnest self-castigation and by unjustly denigrating their work. Given the current critical junctures for communications, this research field cannot remain in this state. It is high time to move beyond self-castigation and reinvigorate communication policy research by acknowledging its much-needed voice, recognizing its merits, and highlighting areas in need of advance.

Description: Abstract Television regulation is increasingly Europeanized. While the transposition of community law into national legislation in EU member states has been widely discussed, scholarly attention is less frequently devoted to the Europeanization of non-member states. This paper investigates how television regulation in non-EU members has been influenced by European audiovisual policy since the liberalization of broadcasting. Focusing on the case of Switzerland and putting it into a wider context, changes in television regulation and their connection to the European level were analyzed by performing a qualitative document analysis. Results indicate that the degree of Europeanization in Switzerland differs remarkably from other non-member states like Norway. While advertising regulation was brought in line with less-strict EU directives, a public value test or compliance with state aid rules were not even discussed. Yet similar to other non-members, rules were adopted without having a say in their development.

Description: There is a growing emphasis on free trade in global media governance, which could rock the foundations of media regulation in western democracies. While the US government pushes for the further liberalization of audiovisual services under the umbrella of the General Agreement on Trade in Services (GATS), other countries are less enthusiastic. They see the World Trade Organization (WTO) as a threat to their media culture. This article discusses the implications of the GATS for societal regulation of the media and the role of UNESCO's new Convention on Cultural Diversity (CCD). The conclusion is that the liberalization of audiovisual services will prevent several media regulation measures: quota regulations, support programmes for the audiovisual industry and the funding of public service broadcasting are all potentially at risk. Additionally, UNESCO's efforts to promote and protect cultural diversity appear unlikely to stop this development. I ...

Description: Communication in policymaking and regulation has been of interest to political scientists for the last 15 years. Lamentably, the conceptualization and analysis of communication in media policymaking and regulation has yet to garner much attention from media policy scholars. Drawing on theories of power and new institutionalism, we address this paucity by introducing a theoretical and methodological approach that centers on the intersection of communication and power in media policymaking. Such a framework is particularly required for media policy studies, since media companies not only represent the regulated parties, but also control the avenues of policy communication. This tremendous amount of power raises normative concerns for bias, silence, and capture of the policymaking agenda.
